I have informed him that he has no ground of complaint, as far as the present is concerned. As regards the future, if Mr. Dealy gives marked satisfaction in his present post, and attains the proficiency in Chinese which he seems likely to do, I have no doubt that, as occasion offers, he will find the Government availing itself of his services in other departments; but I apprehend that, under no circumstances, will you be willing to place him on the same footing as regards status and prospects with the Cadets who are specially selected and trained for the higher posts in the Service.
